The Hover uses its built-in optical and sonar sensors to position, and steady itself and a Qualcomm Snapdragon 801 processor (similar to the CPU in phones like the HTC One M8 and Samsung Galaxy S5) it uses an advanced proprietary computer vision and artificial intelligence to detect and track faces or bodies. No controller is needed, it simply uses faces to guide itself around.
